The Governor issued a statement to clarify his position on retroactive pay. He says that paying retro had to wait through the emergencies. The forty million dollars to rebuild the schools after Hurricane Marilyn came first. The tax revenue shortfall and economic downturn are the other reasons. He will continue working with the senate to find the retro funds.
