Senate in Special Session
The two business bills are back. There is a Special session of the Senate today to work on the Limited Liability Partnership Act and the Limited Liability Company Act. St. Croix Alumina needs these bills to reopen and the business bills have been fine tuned. Now the bills require businesses to obtain business licenses, the rules of the Territorial Court’s jurisdiction has been clarified and the LLC’s and LLP’s will be held liable for violating civil or criminal laws of the Virgin Islands. The new business bills also give the LG oversight over these companies. And they will be allowed to apply for Industrial Development Commission benefits. The Senate will meet at 10:00 AM – and we’ll monitor the session for you. – The session was held at 10:00 AM – and they assigned the two bills to the Committee on Government Operations for consideration and adjourned.

WAPA Starts Work in Cruz Bay
WAPA is beginning construction of new water distribution lines in Cruz Bay St. John today. The project will bring new water lines to old customers and new lines for new customers. Phase one begins today at Strand Street and a second crew will start at Mongoose Junction in a pincer action. The work is being done at night to minimize inconvenience. Responding to residents request that WAPA wait until the off season, WAPA says there is no off-season on St. John.
The Rules Committee Met Yesterday
Committee on Rules took up several bills yesterday. The passed amendments to the IDC law to aid students, they approved an increase of the Consumer Protection Fund to a half million dollars. They passed the Community Service and Civic Education Act, the passed the bill to require our students to pass a Minimum Skills and Competencies Test. They approved reducing the age of real estate brokers
American Airlines has Fare Reduction
American Airline is announcing a 35% fare reduction to the Virgin Islands between April 20 and June 26th. reservations must be made by February 13. Meanwhile Senator Bryan is working on American Airlines to prevent them from terminating Flights 408 and flight 783 from Puerto Rico. Bryan says the flights are expected to stop on April 15th.
Lieutenant Governor Mapp Considering CIGNA request.
Lieutenant Governor Mapp has listened to CIGNA’s latest offer, reduce the number of days we have to provide coverage and we will reduce the premium you have to pay. Mapp says he will consider the request.
Numbered Seats Get Boost
Senator Holland Redfield is introducing legislation to give the Senate Seats numbers so candidates can run against specific candidates and form political alliances. Redfield says the current voting system makes everyone run against everyone else and that’s not good for forming political groupings, or ideological alliances. .
Agency to Release Report
The Agency for Toxic Substances and Disease Registry announces the release of a report on the Bovoni Landfill. Copies of the report are available at the Enid Baa Library and at the UVI Library
Lieutenant Governor Mapp Says Island Heritage is OK
The Lt Governor says that there is good news about Island Heritage. Freddie Mac, the federal mortgage agency has approved island Heritage, giving it a stamp of approval.

Water Island Report
We lost it. We actually had a Water Island news item, but it was scribbled on a match book cover and I lost it. All I can remember is that it was very important (for being Water Island news, that is) and that I could fit the whole thing on the match book cover.
